At 11 years old in beauty pageants do they still wear short pageant dresses or floor length?

My daughter is 11 and 5'4'; and wanting to get back into pageants. At this age is it time for floor length or still the shorter fluffy ones? I believe my 8 year old is still in the fluffy ones. in my opinion, nobody should be wearing short dresses AT A PAGEANT until they're like 16-18

It's floor length at that age. Usually about 10 it begins.
