regardless if your in texas or not you still need your cosmetology license expecially if you want to work at a shop or have your own buisness...Do you need a beauty license to be a makeup artist in texas?
im pretty sure in every state u need a license or some sort of documentation that u are certified in ur field. plus it will look better to ur clients and people wanna know that they are getting quality service. they are trusting u with their vanity and wanna know that u know what ur doing and everything sanitized properly. unsanitized brushes and such can spread about bacteria and cause really bad infections.
